It was Diverted.
(Okay, that's not related to what Diversion actually does, but the setup was just so good )
I'd probably go with Inspiration - true Mesmerness may be in Domination and Illusion, but Inspiration alone gives you a broad spread of Mesmer capabilities (apart from damage-dealing) and can also act as the foundation for a secondary. And for primary and secondary Mesmers both, there are few things more amusing in PvE than sitting in an enemy elementalist's AoEDoT while blowing raspberries and thanking them for the energy.
That and I've always been a fan of sucking up the enemy's energy and using it against them in general - I've even been known to say things like "Hey, that's MY energy you're using!" when facing enemy spellcasters .

Its does more direct damage that illusion in my view, plus where can u got wrong with the massive damage backfire does

Domination, definetally. Blackout is my favorite skill of all, shutting down touchies immediately, followed by echoed diversion, and if they dont use a skill, cast diversion again.... i hate touchies, and i LOVE shutting them down
My other favorite skills are of course, backfire, since i love killing casters, and Psychic Distraction and my interrupt spam build
Ive never really used illusion, but im gonna try it soon. Second fav so far is FC. Going up against and enemy and landing your skill first gives you a great advantage.

well lets look at it:
fast casting: Arcane Languor
domination: Blackout, Diversion, Ignorance, Power Leak, Shatter Enchantment, Wastrel's Demise, Wastrel's Worry
illusion: Conjure Nightmare, Illusion of Pain, Illusion of Weakness
inspiration: Ether Lord, Power Drain, Signet of Humility, Spirit of Failure, Tease (which i never ever ever use - but its just bonkers!)
no attribute: Echo, Epidemic, Shatter Storm, Signet of Disenchantment (which i also never use since i consider it to be worthless - but ive loved it since i first laid my eyes on it)
so judging by this - id have to say domination. i run it most of the time too.
but .... i absolutely love inspiration.
so inspiration it is.

Do you mean broken in the sense that ANet broke it with overwhacking from the Nerf Bat? Because it's definitely not broken. It's decent now.
Actually, I might vouch for No Attribute, since Signet of Midnight is one of my favorite skills.
But I'm not changing my opinion from before, I'm still Fast Casting tried and true.

it is broken in pve in a sense that some of the skills are only half the skill they are in pvp. and as such they can not justify their cost, cast time nor recharge.
